STANDING OPERATING PROCEDURE (SOP2): Headquarter Procedures

ROOM USAGE
A. All Recruits must be trained in official GOVBAF-MIL rooms, using third party rooms is prohibited.
B. Members of the Executive Committee the Army Board (ECAB) and Commissioned Officers may create official offices to be used for meetings and personal use.
C. Members of the ECAB and their departments may create official rooms for the purposes of conducting their work.
D. Certain departments in the ECAB are allowed to conduct their business in non-official rooms.
E. This section shall be considered inactive in the event of GOVBAF-MIL (the room control) being banned or lost, or if the room is shut down by Habbo itself. In that case, members of the Higher Command (HICOM, or a member of the ECAB if a member of the HICOM isn't available, may declare a new headquarters and infrastructure to serve the military in the interim.
F. Members of ECAB are permitted to use black chat bubbles whilst in HQ
PROHIBITED ACTIONS
A. Dancing.
B. Not sitting in a chair.
C. Use of coloured text.
D. Use of signs.
E. Use of effects.
F. No talking out of turn (whispering included) in attentions, Advanced Development Training (ADT) sessions or meetings.
ACTIVITY
When active you are to attempt to fill the front if possible, you may use the NCO area when there are 4+ people filling the front row. You must remain active while sat in the NCO area.
While active on the front, or in the Orderly Post (OP) you are to remain professional at all times. This means that you must not abbreviate to things like for example; "You" into "u", "too or to" into "2", "mate" into "m8" "please" into "pls". Emotes such as "lol" will be allowed as well as acronyms, such as, I don't know into "idk". However shortening of words will not be accepted, speaking in capital letters all the time is not permitted also. Try and stay as professional as possible, especially when addressing people. Officers especially will need to take note of this rule.
When entering the HQ, you must be in correct uniform, motto and badge even when in the lobby. Personnel should not stay in the lobby any longer than 2-3 minutes. There are no excuses, if you refuse to enter the working area regardless of any circumstances you will be liable to Royal Military Police (RMP) disciplinary action.
PROPER ADDRESS OF PERSONNEL
When you are addressing other people in HQ officially, you must address them in the proper way, as taught in basic training. When speaking to an officer who is higher than you, You must address them as Name Sir/Ma'am or Rank Sir/Ma'am. When addressing an CO/WO/NCO that is lower than you, you must address them as Rank, Name or Rank. When speaking about a higher officer in the 3rd person you would say it by Rank and Name, for example like this: "I like Lt Gen Wartell, he is great", you do NOT say "I like Sir Wartell, he is great". The "Sir" is only used when you are directly addressing that person, and the Sir comes AFTER the name, e.g: Skotesh, Sir. NOT Sir, Skotesh.
Official forms of address only need to be practiced during attentions, announcements, official meetings, and other formal occasions. These requirements may be enacted for other occasions at the discretion of the senior ranking officer in the room, and they may also make the judgement to suspend these requirements during situations of normal usage.
HABBO EFFECTS
Habbo Effects are not permitted to be used at any time, by anyone, whilst in the HQ.
Habbo's Emoji accessories (received in HQ gifts monthly) are not to be used in the HQ. They are classed as effects and will be treated as such.
Coloured chat is restricted for use by only the Orderly Sergeant, Orderly Officer, Interior Guard and ECAB members to emphasise commands being given. The Orderly Officer, and Orderly Sergeant and Interior Guard can only use the colour Red. ECAB members are only allowed the colour black. Civilians in the lobby and VIP are not permitted to use coloured text at any point.
ATTENTION CALLS
Attention is used to ensure that the complete attention of a group of soldiers is focused on the owner of the Attention.
There are a number of reasons for Attention to be called.
Approved reasons to call an Attention:
A. Attention for the arrival of Officers through the primary entry gate.
B. Attention for HQ wide Announcements (Meetings, ADT Training etc.)
C. Attention for the use of Promotion.
D. Attention for Activity/Motivation check.
ATTENTION FOR THE ARRIVAL OF COMMISSIONED OFFICERS THROUGH INTERIOR GUARD
This is to be called by the OP (if manned) or highest active member ranked between OR-4 to OF(D) in that order. Once the order has been given and all active personnel are standing, the Attention is automatically handed to the Commissioned Officer receiving the Attention. It is their choice to offer advice, thanks or to simply relieve the HQ.
ATTENTION FOR HQ WIDE ANNOUNCEMENTS
This will be called by the OP (if manned) in that order. If there is no OP and the person that requires the Attention is 2Lt or higher, they may take the floor on their own volition. However anyone that does not possess a Royal Commission must get permission from the next available Officer. This rule can be flexed if there is no active Officer in the HQ. However Attentions MUST be called from an agreed position of power (such as on a mat), where the officer is visible and NOT from where the Officer is obstructed, or can be missed. The hosting of the Soldier Initial Training MUST take priority before any announcements take place.
ATTENTION FOR THE USE OF PROMOTION
This will be called by the OP (if manned) under the request of the promoting Officer. If there is no OP, the Officer themselves may give the Order. Due to the longevity of Promotions, Promotions must be halted to the best of the Officers abilities until a natural break in Recruits allows the workload of Front Desk to be freed. The hosting of the Soldier Initial Training MUST take priority before any promotions take place.
ATTENTION FOR ACTIVITY/MOTIVATION CHECK
This will be called by the OP. Activity and Motivation checks are to be done when the OP has reason to believe there is a member not currently active/motivated on the Front Row. This could be from the idling 'zzz' icon or the complaint or upset of a soldier. However, if the front desk has a number of recruits or there is a multitude of civilians in the lobby, the OP should make effort to address the person in question without halting the work of the entire HQ.
Hand items must be dropped during all attentions. The hosting of the Soldier Initial Training MUST take priority before any announcements, promotions, ADT's, games or other HQ wide events take place.
INTERIOR GUARD (SENTRY)
The interior guard, i.e 'sentry', is when the soldier is responsible for the outer layer of defence of the British Armed Forces (GOBAF-MIL) by letting in legitimate BAF personnel's, VIPs, Allies and sending Recruits to the training area(s).
**Requirements for Interior Guard (IG):
You must be ranked Sergeant (or above), have obtained the '(BAF) Personnel ID' badge, have obtained the '(BA) Work Stations Pass', have obtained access to the GOVBAF-MIL Forum and must hold the ADT {T}.
"Standard sentry permission procedure".
Example:
"[Rank] [Name], requesting to perform sentry, OP (sir/ma'am, only said to the orderly officer if on duty) -upon requesting to perform sentry."
"Sentry, requesting to stand down, OP (sir/ma'am, only said to the orderly officer if on duty)" - upon leaving the sentry job.
The exact format does not matter, as long as you state what you are assuming/requesting, who is assuming/requesting it, and address personnel correctly.
The same format is to be used when requesting to assume and leave the OP. If there is no higher rank active, make sure to announce before you assume any of these positions.
Inside the sentry booth, there are 2 levers. The sentry is encouraged to use a red coloured bubble, to be seen by the entire HQ clearly.
Left lever opens the gate from the lobby.
Right lever opens the gate to the work area.
If a sentry is afk or misbehaving, you may request that they are kicked/removed by an officer with rights.
ORDERLY POST (OP)
Orderly Sergeant (OS) LEFT HAND SIDE : The OS/OO is also responsible for the front row and back row. They are to do front row activity/motivation checks (with permission from the most senior OP or an active officer), ensure all active personnel FTF and not FTB (unless the front row is full) and to emphasise the HQ procedures and commands. Personnel between OR-4 (Sgt) and OR-7 (CSM) are permitted to take the Orderly Sergeant position only when there are 3+ personnel present in the front row. Authorised personnel must request permission to OS if there is a higher rank on the front row or if there is a OS or OO currently in position. The OS is encouraged to use a red coloured bubble for commands and a blue coloured motivation checks/ADT requests,
It is still the job of anyone filling the Orderly Post to motivate the front row and organise training. You are required to stand at attention when filling the orderly post (OP). Also, you must obtain the ADT {G} to carry out the role of an Orderly Post.
SETTING UP FOR SOLDIER INITIAL TRAINING
When available, the Physical Training Instructor (PTI) is responsible for conducting all Soldier Initial Training (SIT) sessions and making sure that all recruits are taken into training using either tents Alpha or Bravo that are located in our hallway complex, as quickly as possible. However, if there are no Physical Training Instructors (PTI) available and there are recruits waiting, other personnel that are active on the front and permitted to train, MUST conduct a Combat Infantryman's Course, following the Priority of Training below. Corporals and some Physical Training Instructor Candidate (PTIC) should be observed by a superior when training recruits.

I. Members of the HICOM.
As stated above, it is the responsibility of the person manning the orderly post to set up all training sessions, therefore the PTI may request whichever post is currently manned to set up. If there is no OP, then the PTI should contact an active officer with rights if available, then they may set up the training once requested.
In some cases, when there is no OP or any active officers with rights, and if there is less than 3 personnel on the front, someone ranked OR-4+ (Sgt+) is active, then as long as they maintain ADT Tag {G}, the 3 personnel plus rule can be flexed, thus allowing the eligible personnel active to set up the training instead, but only as a last resort.
To get to the training area you will stand on the 'Work Station Pass' group gate and enter either the command ":alpha" and/or ":bravo" (This depends on which cubicle the recruit is outside). You must ask for the OP to open the cubicle of your choosing. The command ":oalpha" will open the Alpha Cubicle, correspondingly the command ":obravo" will open the Bravo Cubicle. If there is no active personnel eligible to man the OP, then you may request that a CO with RR opens the cubicle for you.
When you enter the pen, you direct the recruit to enter the hallway in which the OP or active room rights holder will open for you. Once you've entered the hallway you'll notice a small guard's booth towards the bottom left of your screen, on the same level as where you'd walk to the tents. This booth is our 'OP' equivalent for the hallway to open the gates in both tents. To open a gate you may use the commands :talpha or :tbravo and when done, repeat to close them. When you have finished training your recruit, please return to HQ by reloading the room and not going back through the teleport as our HQ's wired does not support re-entering through that route.
SETTING UP FOR AN ADVANCED DEVELOPMENT TRAINING (ADT)
When available, all personnel who are currently in a career path are expected to conduct Advanced Development Training (ADT) sessions as part of their weekly quota, usually when the headquarters is highly populated. If, however, there isn't a large amount of personnel within the headquarters, but just enough to conduct an ADT, then the instructor should use the Extra/Spare tents to keep up the population.
When the HQ is highly populated, and a soldier wishes to conduct an ADT, they may request for the Orderly Post (OP), if manned, to set up the ADT in one of the facilities located in HQ or the hallway.
Once either the cubicles/tents or hallway facility is set up and ready, the OP, or active officer may then proceed to call the HQ to attention. The floor will then be passed on to the instructor conducting the ADT. Once the instructor is finished, the floor is then passed back to who had called the attention previously, at which point the officer can then relieve the HQ and have the attendees fall out to the ADT.
To enter the training grounds and proceed with your ADT, refer back up to the SiT training procedure stated directly above.
EXTERIOR GROUP GATE(s)
FRONT ROW
Personnel are to remain professional while on the front, and must follow adhere to all documents found under the Armed Forces Act. Personnel on the Front Row MUST be available to train at any given moment.
When someone enters a Recruit booth the gate will automatically close locking them in.
BACK ROW
The back row is for personnel who are currently not able to fulfil basic front row duties. Individuals in the back row may not talk as this violates the fact that one is not "able to fulfil basic front row duties". If you need to talk to somebody who is currently in the HQ, use an alternative mean of communication such as the Habbo Instant Messenger or whisper. If you MUST speak urgently, you are to stand up and walk to the front row to make an announcement or say something important and then may return to the back, however if you are seen abusing this in a way that is unprofessional, you will be liable to Military Police disciplinary action.Members of ECAB are permitted to give orders from the back row if personnel are seen in violation of the AFA, however, general discussion is still prohibited. When the back row is full, it can be reached by stepping on the black doormat next to it.
NCO AREA
The NCO Area is an area designed for skylarking once the front row has 4 or more people. THE NCO AREA IS NOT AN AFK/BRB AREA, IT IS STRICTLY FOR ACTIVE SOLDIERS. You are still expected to stand at Attention and follow orders of the OO/OS. The NCO area is not considered a part of the front row meaning that you cannot grant permissions if you're in the NCO area. A Commissioned Officer (OF-1+) has the authority to order an individual actively engaging in conversation to leave the NCO Area and to fill the front.
VIP AREA
TRANSFER TENT/BLOCKThe Transfer block is permitted for use by Army Personnel Centre only. It is to be used for transfers; greeting potential transferee's before interviewing them or directing them to the transfer application.
POWER SPOT
The power spot, located left of the Orderly Post (shown in the screenshow below), is permitted for use by ECAB only. It is to be used for HQ oversight, to ensure all HQ positions are functioning up to standard.
SPECIAL EVENTS
Occasionally, a special event may be hosted in the HQ by a member of the ECAB. These events are hosted at the discretion of the ECAB member, they are responsible for the setting up and the finishing of the event and will be held responsible for the event.
Happy Hour's can be hosted by each ECAB member once a week. During the Happy Hour, personnel may wear any clothing items they wish, with special games such as Cozzie Change available to be played. NORMAL HQ CONDUCT STILL APPLIES. MAINTAIN YOUR BEARINGS.
Open Hours can be hosted by ECAB members at anytime when there is 3 or less civillians in the lobby. Open Hours consist of relaxed HQ regulations on forms of address and uniform. Disrespect and Disruption to HQ operations will not be tolerated.
